Question : Sports Infrastructure

(a) whether the Government has formulated any scheme to promote sports and to improve the level of sports and infrastructural facilities including stadiums, playing fields, tracks and sports training in the country and its rural areas;

(b) if so, the details thereof along with the steps taken by the Government in this regard, State-wise, including Bihar, Assam and Kerala;

(c) whether the Union Government has received any proposals from various State Governments in this regard;

(d) if so, the present status of the proposals, Statewise, along with the time by which the said proposals are likely to be approved; and

(e) the funds allocated and expenditure incurred under the sports schemes including Khelo India Scheme during the last five years and the current year, State-wise?

THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR YOUTH AFFAIRS & SPORTS { SHRI KIREN RIJIJU }

(a) The Ministry of Youth Affairs & Sports has formulated the following schemes to promote sports and improve the level of sports and support sports infrastructure in the country, including in rural areas:-

(i) Khelo India Scheme (ii) Assistance to National Sports Federations; (iii)Special Awards to Winners in International sports events and their Coaches; (iv) National Sports Awards, Pension to Meritorious Sports Persons; (v) Pandit Deendayal Upadhyay National Sports Welfare Fund; (vi) National Sports Development Fund; and (vii) Running Sports Training Centres through Sports Authority of India.

(b) Details of the above schemes are available in the public domain on the websites of this Ministry and the Sports Authority of India.

Sports being State subject, the responsibility to promote sports and to improve the level of sports and infrastructure facilities including stadiums, playing fields, tracks and sports training rests with the respective State/Union Territory Governments. The Union Government only supplements the efforts of States/Union Territory Governments by providing financial assistance through its various schemes as mentioned above. Funds are allocated by the Union Government Scheme-wise, not State-wise. The details of the funds allocated and expenditure incurred under the various sports schemes during the last five years and the current year are given at Annexure – I.

(c) and (d) Yes, Sir/Madam. The Union Government keeps receiving proposals from various State/Union Territory Governments from time to time. The present status of infrastructure projects sanctioned as well as pending, State/Union Territory-wise, under various schemes of this Ministry is given at Annexure – II. Project proposals are sanctioned according to the parameters of the Scheme subject to their completeness, technical feasibility and availability of funds. As such any time frame for approval of any project cannot be determined.
