Question : Delay on Allocation of Funds in MPLADS

(a) the amount of the funds recommended by the Members of 16th Lok Sabha to provide for carrying out various works under Members of Parliament Local Area Development (MPLAD) scheme, Constituency-wise;

(b) the amount of the funds spent/ utilized during 16th Lok Sabha under MPLAD scheme, Constituency-wise;

(c) the reasons for MPLAD funds not being released and spent on time along with the period taken for sanctioning of funds recommended by MPs;

(d) whether the Government proposes to take action against officials for not utilising the funds on time;

(e) if so, the details thereof; and

(f) whether there is any proposal to make any amendments in the rules for proper and timely utilization of MPLAD funds in future and if so, the details thereof?

(a) and (b) The information about amount of funds recommended and spent/ utilized by the Members of 16th Lok Sabha for carrying out various works under Member of Parliament Local Area Development Scheme ( as reported by the concerned nodal district authority of the MP) are in public domain and available on the website: www.mplads.gov.in under Heads Fund Release Statements. Ministry Expenditure Reports, Priority Sector Reports and MS Reports). The menu item “WMS Report” generates reports for the works details as per the availability of data entered by District Authority.

(c), (d) and (e) The MPLAD funds are released by the Ministry on the basis of the prescribed documents furnished by the respective District Nodal Authority of the concerned MPs as per the guidelines on MPLADS. Release of funds get delayed on account of non-receipt of the prescribed documents from the District Nodal Authorities.

The implementation of the MPLADS in the field is undertaken by the District Authorities in accordance with the State Government’s technical, administrative and financial rules and provides for taking action under the said rules.

This Ministry holds annual review meeting in addition to regular correspondence with State Government to emphasize timely completion of works and utilization of funds. Wherever delay, violation of Guidelines etc. in implementation of works is noted, the State Government / District Authority are advised to take appropriate action.

(f) There is no such proposal under consideration of this Ministry.
