Question : Allocation for Modernization of Police Forces

(a) the amount of funds allocated by the Government and utilised by various States including Assam and other North- Eastern States and Haryana for modernization of police forces during the last three years, State-wise;

(b) whether the State Governments have spent the said funds within the fixed time limit;

(c) if so, the details thereof, State-wise;

(d) whether the Government proposes to increase the said funds keeping in view the sensitivity of the States of Assam and Haryana; and

(e) if so, the details thereof?

STATEMENT IN REPLY TO LOK SABHA STARRED QUESTION NO. *308 FOR ANSWER ON 10.12.2019 REGARDING “ALLOCATION FOR MODERNIZATION OF POLICE FORCES”

(a) to (c) : ‘Police’ and ‘Public Order’ are State subjects as per the VIIth Schedule to the Constitution of India. However, to supplement the efforts of the States, assistance is provided to the State Governments for equipping and modernizing of their police forces under the scheme of ‘Assistance to States for Modernisation of Police’ [erstwhile scheme of Modernisation of Police Forces]. The amount of funds allocated and released by the Government and utilised by various States including Assam and other North Eastern States and Haryana for modernization of police forces under the scheme during the last three years, State-wise are at Annexure. As may be seen from the Annexure, all the State Governments do not spend the funds released to them within the time limit fixed.

(d) and (e) : The Government of India has been increasing allocation of the scheme every year since 2016-17, i.e., Rs. 595.00 crore for 2016-17, Rs. 769.00 each for 2017-18 & 2018-19 and Rs. 811.30 crore for 2019-20.
