Answer given by the minister

(a) Yes Sir. As envisaged in the National Policy for Skill Development and Entrepreneurship 2015, the Ministry of Skill Development and Entrepreneurship has been undertaking regular monitoring and evaluation of its various schemes / initiatives on various parameters including statistics for necessary corrective measures.
(b) (i) The Government has adopted a multi-pronged strategy for the overall development of people living across the country including in deprived areas, States and skill sectors, this strategy supporting skill training. The Ministry has been implementing Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS) Scheme and National Apprenticeship Promotion Scheme (NAPS), for providing short term Skill Development training and Craftsman Training Scheme (CTS), for long term training, to the youth belonging to all section of the society across all sectors.
The Ministry has designed PMKVY 3.0 as a demand-driven scheme with bottom-up approach for identification and mapping of job roles. Under the scheme, District Skill Committees (DSCs) are the focal point for its implementation. DSCs under the guidance of respective State Skill Development Missions (SSDMs), are playing a key role in addressing the skill gap and assessing demand at the district level. The DSCs have been entrusted with the development of District Skill Development Plans (DSDPs) to promote decentralized planning and implementation at the grassroots.
(ii) There are various other ministries running up-skilling programmes for deprived areas like Ministry of Rural Development is implementing DeenDayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), a placement linked skill development program for rural poor youth under National Rural Livelihoods Mission (NRLM) since September, 2014. Rural Youth in the age group of 15-35 years are covered under this scheme. DDU-GKY guidelines provide for earmarking as much as 50% of the funds for SCs and STs and 15% for minorities. Further, one third beneficiaries of the respective categories including general category covered under the scheme should be women.
The Government is also implementing Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY – NRLM) across the country in a mission mode with the objective of organizing the rural poor women into Self Help Groups (SHGs), and continuously nurturing and supporting them till they attain appreciable increase in incomes over a period of time and improve their quality of life and come out of abject poverty. The programme intends to reach out to about 8-10 crore households in a phased manner.
The Ministry of Micro, Small and Medium Enterprises, Govt. of India, through Coir Board, is implementing various schemes for improving the Coir industry in the country under the Umbrella Scheme “Coir VikasYojana”. The Coir Board is implementing Skill upgradation and Mahila Coir Yojana schemes for promotion and development of coir industry in the country including non-traditional areas. Khadi is the unique programme of KVIC and a potent tool for creation of employment at the Artisans’ doorstep being implemented by Khadi Institutions. Under Mineral Based Industry, Khadi& Village Industries Commission (KVIC) distributed Electric Pottery Wheels along with other tools & equipments to the Pottery artisans, for strengthening Potter families engaged in Pottery. 18 existing Technology Centres (TCs) run by the Ministry of MSME cater to the industry by providing skilled manpower in the areas of General Engineering, Auto and Auto Components, Electronics, Foundry & Forging, Footwear, Flagrance & Flavours, Sports Goods Glass Industry. 15 new TCs are coming up also, in different sectors.
