Question : Reservation in Allotment of Petrol Pumps and Gas Agencies

(a) the details of the categories/persons being provided reservation or special concession in allotment of petrol pumps and gas agencies;

(b) the details of the application process for allotment of petrol pump or gas agency for these categories/ persons under special concession;

(c) whether there are any inspection teams to check the quantity of petrol and diesel at petrol pumps in Bihar including Jamui district and in Uttar Pradesh including Prayagraj district;

(d) if so, the details thereof;

(e) the details of the petrol pumps where inspections have been conducted including the dates of inspection; and

(f) the petrol pumps where difference has been reported in quantity and quality along with the details thereof?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 68 ASKED BY SHRI CHIRAG KUMAR PASWAN AND SMT. KESHARI DEVI PATEL, MPs FOR ANSWER ON 2.12.2021 REGARDING “RESERVATION IN ALLOTMENT OF PETROL PUMPS AND GAS AGENCIES”.


(a)&(b) Oil Marketing Companies (OMCs) have implemented new “Dealership Selection Guidelines” for Retail Outlets w.e.f. 24.11.2018 and “Unified Guidelines for Selection of LPG Distributorships” w.e.f. 23.6.2016. Both these guidelines inter alia, have a provision of 22.5% reservation for SCs/STs and 27% reservation for OBCs in allotment of retail outlet dealerships and LPG Distributorships. Within SC/ST, OBC & Open categories, there is reservation also for Defence personnel, Para Military Personnel/Central/State Govt. and Central/State PSU employees, Physically Handicapped Persons, Outstanding Sports Persons and Freedom Fighters.





Application Procedure / Norms / Criteria / Reservation Policy for allotment of Retail Outlet Dealerships in the country are available on the respective websites of the Public Sector Oil Marketing Companies (OMCs) i.e. www.iocl.com, www.bharatpetroleum.com & www.hindustanpetroleum.com. The detailed guidelines namely “Unified Guidelines for Selection of LPG Distributorships” are available on the website www.lpgvitarakchayan.in.

(c)to(f) Regular/Surprise inspection of Retail Outlets are carried out by Public Sector OMCs throughout the country. The details of inspections carried out in Bihar and Uttar Pradesh during 2020-21 and Apr-Sept`2021 and suspected cases of adulteration (quality issues) and short delivery (quantity) detected during inspection is given below :-
