(a) & (b): Maintenance of Respite Care Homes, Continuous Care Homes, Day Care Centres and Old Age Homes are not supported under National Health Mission (NHM).
However, such activities are supported by the Ministry of Social Justice and Empowerment (MoSJE). The MoSJE implements the Central Sector Scheme of Integrated Programme for Older Persons (IPOP). The financial assistance up to 90% of the project cost is provided to Government/ Non-Governmental Organizations / Panchayati Raj Institutions/ Local bodies etc. for establishing and maintaining old age homes, day care centres, mobile medicare units, Respite Care Homes/ Continuous Care Homes, etc.
Only one project of Respite Care Home/ Continuous Care Home in the State of Andhra Pradesh is receiving grant under the IPOP Scheme. Non-recurring grant of Rs. 1,08,000/- (Rupees One lakh Eight Thousand Only) was released for the project during 2015 —16.
A statement showing details of projects State-wise relating to old age homes, day care centres and mobile medicare unit supported by MoSJE is enclosed as Annexure.
(c) & (d): The Ministry of Health & Family Welfare implements the “National Programme for the Health Care of Elderly (NPHCE) to address various health related problems of elderly people. The basic aim of the NPHCE is to provide separate and specialized comprehensive health care to the senior citizens at various levels of state health care delivery system including outreach services as below:-
I. Setting up of Geriatric Department in identified Regional Geriatric Centres (RGCs) with OPD care services and 30 bedded Geriatric wards for providing indoor services. RGCs will also undertake PG Courses in Geriatric for developing Human Resource.
II. Setting up of Geriatric units at all District Hospitals that will provide specialist services. A 10 bedded Geriatric Ward will also be set up for providing indoor services.
III. Establishment of Rehabilitation unit at all Community Health Centres (CHCs) and Geriatric clinic twice a week.
IV. Setting up weekly Geriatric clinic by trained Medical Officer at Primary Health Centres (PHCs).
V. Information, Education and Communication (IEC) on healthy life style, home care to the bed ridden and supportive devices for needy elderly persons at sub-centre level.
VI. A total no. of 228 districts of 32 States/UTs has been approved for implementation of the programme. Since, 2015-16, the activities of the programme up to District level have subsumed under the NCD flexible pool within the overarching umbrella of the National Health Mission (NHM). The programme is under implementation in 08 districts i.e. Nellore, Vijayanagaram, Srikakulam, Cuddapah, Krishna, Kurnool & Prakasham of Andhra Pradesh.
