(a) Yes, Sir. A representation from one Shri R. Sangeeta Rao, President, All India Federation of SC/ST/OBCs & Minorities Employees Association was received through Lok Sabha Secretariat.
(b) The details of various points raised in the said representation are indicated in Annexure I.
(c) A statement showing the vacancies advertised as reserved for SC/ST but filled by general candidates is at Annexure II. The reason for filling up the reserved vacancies by general candidates was non-availability of suitable SC/ST candidates.
(d) During 1969-70 two SC candidates were selected and offered the post of Assistant Research Officer and Assistant Librarian but both of them did not join. During 1972 a post of Librarian was advertised as reserved for SC candidates but was not filled up due to non-availability of a SC candidate. One post of Assistant Librarian was filled by promotion of a SC candidate on 17.6.1997. After reconstruction of the post-based roster during 1997, two posts reserved for SC/ST were filled up by SC/ST candidates as detailed hereunder:
1. Assistant Research Officer - filled on 23.7.2001 by SC candidate (direct recruitment) 2. Assistant Keeper - filled on 11.12.2002 by ST candidate (direct recruitment).
Further, during 2003 two posts one each of Research Officer and Senior Reprography Officer have been notified as reserved for SC candidates.
(e) Efforts are made to fill up the vacancies strictly as per the roster points reserved for SC&ST categories.
ANNEXURE-I
STATEMENT REFERRED TO IN REPLY TO PART(b) OF LOK SABHA UNSTARRED QUESTION NO.3390 FOR 18.8.2003 BY SHRI RAM VILAS PASWAN REGARDING IRREGULARITIES IN RESERVED POSTINGS
Details of points indicated in the representation received through Lok Sabha Secretariat
i) The roster system as per the Govt of India instructions has not been followed.
ii) The Nehru Memorial Museum and Library authorities have not appointed even a single SC/ST candidate either through direct recruitment or promotion in the pay scale of Rs.8,000-10,000 and above.
iii) From the year 1986 no recruitment for the post carrying the pay scale of Rs. 8000-10000 and above was made.
iv) The authorities of Nehru Memorial Museum & Library have changed the service bye-laws without the Govt of India approval.
v) The post of Administrative Officer, which fell vacant in the year 1994 was advertised as reserved for SCs during 1995 and subsequently under special drive but not filled so far.
vi) The Delhi High Court gave a verdict on 13.8.1999 to fill up all the posts as per the Recruitment Rules in force. A post of Assistant Research Officer was advertised as reserved for SCs in January 2000 but no interview was held.
vii) The vacant post of Deputy Director should be reserved for SCs as backlog.
viii) The Nehru Memorial Museum and Library authorities are making no efforts to fill up the backlog vacancies. Instead a committee has been set up to change the rules to make it 100% promotion.
