Question : Implementation of SCM

(a) whether the Government has launched the Smart Cities Mission (SCM) on 25th June, 2015 for development of 100 cities as Smart Cities and the selection of 100 Smart Cities has been completed through 4 rounds of selection from January, 2016 to June, 2018 and if so, the details thereof;

(b) whether Satna city of Madhya Pradesh was selected to be developed as a Smart City in June 2017 in the Round-3 of the Smart Cities Challenge and if so, the present status of projects in Satna Smart City;

(c) whether an equal amount on a matching basis, is to be provided by the State/Urban Local Bodies and if so, the details thereof along with amount sanctioned and disbursed for Satna, Madhya Pradesh; and

(d) the timeline by which the work is likely to be completed of Satna City along with details of efforts being made to complete proposed projects?

(a) Yes Sir, Smart Cities Mission(SCM) was launched on 25 June, 2015 and 100 cities were selected to be developed as Smart Cities in following four rounds of city challenge competition:-

(b) Yes Sir, As on 4th September, 2020, Satna Smart City has tendered 43 projects worth Rs. 1,156 crore of which 34 projects worth Rs. 867.02 crore are under implementation/completed.

(c) As per Smart Cities Mission Statement and Guidelines, the Central Government proposes to give financial support to the extent of Rs. 48,000 crore over five years i.e. an average of Rs. 500 crore per city over the Mission period. An equal amount on a matching basis, is to be provided by the State/Urban Local Bodies.
So far, Government of India has released Rs. 196 crore to Satna Smart City and the Government of Madhya Pradesh has released an amount of Rs. 20 crore as State/ULB matching share.

(d) Smart Cities are expected to complete their projects within 5 years from the date of selection.
