Question : Wage Revision of Employees

(a) whether the employees of Centaur Lake View Hotel, Srinagar, have not been extended the benefits of wage revision since the year 2007 and they are still being paid wages at the rates prescribed in the year 1990 and if so, whether the Ministry proposes to revise their wages;

(b) if so, the details thereof;

(c) whether the Hotel Corporation of India has been making a loss for the past three years and is unable to generate its own resources;

(d) if so, the details thereof and the steps taken by the Government in this regard; and

(e) whether the Ministry proposes to hand over charge of the said hotel to the Ministry of Culture and Tourism, who has a better understanding of this sector and if so, the details thereof?

(a) & (b): Wage revision of employees of Hotel Corporation of India (HCI) including Centaur Lake View Hotel, Srinagar has not taken place for the last several years in terms of Department of Public Enterprises (DPE) guidelines which, inter-alia, provide that no budgetary support shall be provided by the Government in any circumstances for implementing the wage revision in Central Public Sector Enterprises (CPSEs) and the funds for wage revision shall have to be generated by the CPSE itself. HCI has been continuously making losses for the last many years and is not in a position to generate own resources for
implementation of the wage revision.

(c) & (d): Yes, Madam. The details of losses for the past three years are as follows:

Government has provided Rs.10.00 crores and Rs.12.00 crores during the FY 2012-13 and FY 2013-14 respectively to enable HCI to encash the spurt in tourism and generate additional revenue.

(e): No such proposal is under consideration in this Ministry as on date.
