Question : Deployment of CISF at Airports

(a) whether the Central Industrial Security Force (CISF) provides security cover at the airports, both for passengers and infrastructure facilities and if so, the details thereof along with the budgetary allocation and strength of deployment at each airport;

(b) whether the payment for services rendered by CISF are made by the passengers by the way of charge collected on travel tickets and if so, the details thereof along with the revenue collected and disbursements made;

(c) whether police and public order is under the State List and if so, the rationale behind security function at airports is not being incurred at State’s expense;

(d) whether there is any proposal to develop hybrid model of security and to train and certify the private security agencies across the country by CISF and if so, the details thereof;

(e) whether there is any proposal to utilise the certified private security agencies for providing security to various industrial and manufacturing units and if so, the details thereof; and

(f) the future plan of activities of CISF as per its mission and vision along with the details thereof?

(a) At present, Central Industrial Security Force (CISF) is providing security cover at 65 airports with sanctioned strength of 30,996. Airport-wise details of CISF personnel deployed and budgetary allocation made during the year 2021-22 is given in Annexure.

(b) The payment for services rendered by CISF at Airports is made from the charges collected on Air travel tickets in the form of Aviation Security Fee (ASF) deposited in National Aviation Security Fee Trust (NASFT). Details of revenue collected on account of ASF in NASFT and disbursement made therefrom to CISF during the last 2 years is given in the table below:

(c) While ‘Police’ and ‘Public Order’ are State subjects, ‘Airways, aircraft and air navigation; provision of aerodromes; regulation and organization of air traffic and of aerodromes’ are subjects under the Union List at Sl. No. 29 under the Seventh schedule of the Constitution of India. Whereas the State Government concerned is responsible for general Law and Order in

its territory, the Central Government has been empowered to promulgate orders as vested under the Aircraft Act, 1934.

(d) It has been decided to evolve Hybrid models of security comprising of CISF and State Police/Private Security Agencies to provide security at establishments where CISF is deployed. At present, there is no proposal under consideration to train and certify private security agencies across the country by CISF.

(e) The deployment of CISF in industrial establishments/manufacturing units is made on the request of the management concerned and their commitment to pay the cost of deployment. Industrial establishments/ manufacturing units are free to engage private security agencies.

(f) CISF is committed to provide appropriate security as per the need of the client establishments at economical cost with emphasis on use of modern technology and regular training/skill upgradation of force personnel.
