Question : FLOOD AND FAMINE

(a) whether the Government propose to make long term or short term plan to face the flood and drought situation, every year, in the country;

(b) if so, the details thereof;

(c) the amount allocated for the purpose during the last three years, State-wise and year- wise;

(d) the proposals received from the States for additional relief to tackle the problem of flood and famine in the country during 1999-2000 and till date; and

(e) the details of recommendations made by the 11th Finance Commission in regard to National Calamity Relief Fund and accepted by the Government?

(a) & (b): In addition to release of Central share of Calamity Relief Fund(CRF) to the States every year, a number of Central Plan schemes like Flood Control Schemes, Soil Conservation in the Catchments of River Valley Projects and Flood Prone Rivers, Disaster Prone Areas Programme, Desert Development Programme, already being implemented, have components for disaster mitigation towards long term rehabilitation measures.

(c): A statement indicating the Statewise allocation of funds during the last three years under CRF is attached.

(d): The Governments of Andhra Pradesh, Arunachal Pradesh, Bihar, Goa Gujarat, Himachal Pradesh, Jammu & Kashmir, Karnataka, Kerala, Madhya Pradesh, Manipur, Mizoram, Orissa, Rajasthan and Tripura had submitted proposals for additional Central assistance.

(e) As per the interim recommendations of the Eleventh Finance Commission, instalments of Central share of Calamity Relief Fund for the year 2000-2001 have been released to the States.
