Question : Model Schools

(a) the concept of setting up of Model Schools and its key features;

(b) whether proposals have been received for setting up of model schools under the Public-Private-Partnership (PPP) mode and if so, the details thereof, State/UT-wise;

(c) the number of proposals approved by the Government and those lying pending along with the reasons therefor and the action taken/being taken by the Government in this regard;

(d) the funds allocated/released and utilised so far for the purpose, during the last three years, State/UT-wise; and

(e) whether the Government proposes to undertake a review of the Model School Scheme and if so, the details thereof?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 24 FOR 22.07.2015 REGARDING “MODEL SCHOOLS” ASKED BY SHRI SUMAN BALKA AND SHRI NISHIKANT DUBEY, HON’BLE MEMBERS OF PARLIAMENT

(a) : The Model School Scheme envisages setting up of 6,000 model schools as benchmark of excellence at block level at the rate of one school per block. The scheme has two modes of implementation, viz. (i) setting up of 3,500 schools in educationally backward blocks (EBBs) through State/UT Governments, and (ii) the remaining 2,500 schools under Public-Private Partnership (PPP) mode in blocks which are not educationally backward. Under the PPP component, Model schools are to be set up by the private entities on a design, build, finance and operate basis. The model schools are meant to be schools of excellence and are expected to be pace setters for neighbourhood schools. Basically a model school will have infrastructure and facilities of the same standard as in a Kendriya Vidyalaya and with stipulations on pupil-teacher ratio, ICT usage, holistic educational environment, appropriate curriculum and emphasis on output and outcome.

(b) & (c) : Yes, Madam. A total of 614 proposals were received (list of proposals received, State/UT wise annexed) from private entities under the Public Private Partnership (PPP) component of Model School Scheme for setting up of schools in respect of 3203 Non-Educationally Backward Blocks spread all over the country. Out of the 614 proposals, 192 private entities were shortlisted based on the shortlisting criteria specified in the Request for Qualification (RFQ) document.

(d) : No fund has been released under the PPP mode of the Model School Scheme.

(e) : The Ministry decided to review the PPP component of the Model School Scheme before proceeding further and accordingly the selection process was cancelled. The Model School Scheme has been delinked from the support of the Government of India with effect from 2015-16 and as such the scheme stands transferred to the State/UT sector.
