Question : ASSISTANCE TO STATES



(a) the details of assistance/loan/grants provided by Union Government/national and international financial agencies for development projects during the last three years, State-wise including Andhra Pradesh and Telangana along with the amount utilized by the States; and

(b) the details of terms and conditions of such assistance/loan/grants by the above agencies in this regard?

(a) & (b): As gleaned from Union Government Finance Accounts, a sum of Rs.1,75,353 crore in 2011-12, Rs. 1,90,443 crore in 2012-13 and Rs. 2,04,396 crore in 2013-14 (provisional) has been released to States as grants-in-aid including releases made to States under Demand No.36 of Department of Expenditure, Ministry of Finance. The State-wise details of grants released to States under demand no. 36 of Department of Expenditure for Plan and grants recommended by Finance Commission under non-plan for the period from 2011-12 to 2014-15 including Andhra Pradesh and Telangana are at Annex-I.

As per Union Government Finance Accounts, the details of loan released to States including loan for externally aided projects (EAP) of States during 2011-12, 2012-13 and 2013-14 are at Annex-II. The Government of India pass on assistance received from external agencies on back-to-back basis to all general category States, i.e. on same terms and conditions at which these are received by the Government of India. For Special Category States, the EAP loans are passed on in grant to loan ratio of 90:10. The utilization of grant or loan is monitored by respective line Ministries administering the grant/loan. As far as Non-Plan grants are concerned, the release and utilization of these grants are governed by terms and conditions prescribed by respective Finance Commission.
