Question : Recruitment in Delhi Police

(a) whether the Government has directed the Delhi Police to recruit 20 male and female police personnel from each of the eight North Eastern States and activate its North East special unit;

(b) if so, the details thereof;

(c) whether the police of other States and metropolitan cities would also be advised by the Government to introduce similar initiatives; and

(d) if so, the details thereof ?

(a) to (b): Delhi Police recruitment is open to candidates from all parts of the country. It has always been the conscious policy of Delhi Police to get representation of personnel from all parts of the country making the national capital force truly cosmopolitan. The North-Eastern States have been requested by Delhi Police to recommend names of suitable candidates from each of the State for appointment of 10 male and 10 female Constable (Executive) in Delhi Police. Ministry of Home Affairs had requested the North-Eastern States to help Delhi Police in this regard. Delhi Police has reported the following status in this regard:

State Status
Sikkim Short listing of candidates by the State is underway.
Nagaland
Out of 31 candidates (21 Male and 10 Female) nominated by the State, 22 candidates (14 Male and 08 female) of ST category have been selected for appointment to the post of Constable (Exe.) in Delhi Police.
Manipur
Recruitment process is underway in the State.
Mizoram Out of 21 candidates (11 male and 10 female) nominated by the State, 08 Male and 10 Female candidates of ST category have been selected by Delhi Police for appointment as Constable (Exe.) in Delhi Police.
Tripura
Recruitment process is complete and the final results are yet to be declared in the State.
Assam Advertisement for the recruitment of Constable (Exe.) Male and Female is being published by Assam Police.
Meghalaya The recruitment process is underway in the State.
Arunachal Pradesh Nominations would be forwarded after completion of recruitment of Constables.

(c) to (d): ‘Public order’ and ‘Police’ are State subjects as per the provisions of the Constitution of India. The responsibilities of appointment/recruitment in State Police forces rest primarily with the respective State Governments. However, during the Annual Conference of DGPs/IGPs held on 29th & 30th November, 2014 at Guwahati, the Director Generals of Police of States have been requested to broad-base recruitment in police so that state police forces have representation of persons from all nooks and corner of the country.
