Question : Irrigation Facilities

(a) whether the Union Government has recently proposed to provide irrigation facilities in every agricultural field in the country in the coming next few years;
(b) if so, the details of the plans formulated by the Union Government in this regard;
(c) whether the Union Government has taken up the matter with the State Governments/UTs; and
(d) if so, the reaction of the State Governments/UTs thereto and the targeted area of agricultural land likely to be provided irrigation facilities?

(a) & (b) Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been launched in 2015-16 to serve as a platform for convergence of investments in irrigation through comprehensive District and the State Irrigation Plans. It envisages end to end solutions in irrigation supply chain viz. water resources, distribution, efficient application and extension services. The focus is on improving water use efficiency at farm level and bridging the gap between irrigation potential created and utilized. The main components are:
Programme components:
? Accelerated Irrigation Benefit Programme(AIBP): To focus on faster completion of ongoing Major and Medium Irrigation, including National Projects.
? PMKSY (Har Khetko Pani): Source augmentation, distribution, ground water development, lift irrigation, diversion of water from water plenty to water scarce areas, supplementing rain water harvesting beyond IWMP & MGNREGA, repair, restoration, renovation of traditional water bodies
? PMKSY (Per Drop More Crop): Micro level storage structures, efficient water conveyance & application, precision irrigation systems, topping up of input cost beyond MGNREGA permissible limits, secondary storage, water lifting devices, extension activities, coordination & management .
? PMKSY (Watershed): Ridge area treatment, drainage line treatment, soil and moisture conservation, water harvesting structures, livelihood support activities and other watershed works.

(c) & (d) State level sanctioning committees in this regard has been constituted. As per approval given by the Government during 2015-16, the targets under Accelerated Irrigation Benefits Programme (AIBP) and Har Khet Ko Pani (HKKP) components of PMKSY had been kept as 7.5 Lakh ha. and 21.0 Lakh ha. respectively during the period 2015-16 to 2019-20.
Besides this, an area of about 11.5 lakh hectare is targeted to be brought under protective irrigation under PMKSY-Watershed Development component and about 10 Million hectare is targeted to be covered under Micro Irrigation system under PMKSY-Per Drop More Crop component to improve water use efficiency.
Further, during 2016-17, under PMKSY-AIBP and Command Area Development & Water Management (CADWM) component (PMKSY-HKKP), Ninety Nine (99) Major/Medium Irrigation Projects having potential of 76.03 lakh ha. have been identified in consultation with states, to be completed in phases by Dec., 2019. For completion of these projects in a mission mode, an innovative funding mechanism through NABARD is envisaged.
