(a) to (c): Reliable estimates of employment and unemployment trends are obtained through labour force surveys conducted by National Sample Survey (NSS) Office, Ministry of Statistics & Programme Implementation. According to the last 3 surveys, the workforce grew from 45.91 crore in 2004-05 to 46.55 crore persons in 2009-10 and to 47.41 crore persons in 2011-12. Sector-wise employment is given below:

As per the Annual Employment Review, 2011 brought out by Ministry of Labour & Employment, the number of persons employed in Government Service, Public Sector Enterprises and the Private Sector is as follows:

Information on persons employed on regular/ contract basis is not maintained centrally.
(d) & (e): Under the provisions of the Minimum Wages Act, 1948 both the State and Central Government are the appropriate government to fix the minimum wages under their respective jurisdiction. The Minimum Wages fixed by Central Government are applicable to the scheduled employments in the establishments under the authority of Central Government, railway administrations, mines, oil-fields, major port or any corporation established by a Central Act and rest of the firms come under State Government. A copy of the revised minimum wages w.e.f. 1.10.2015 by the Central Government for the scheduled employment under its jurisdiction is at Annex-I.
Further, it is also stated that the data regarding percentage of persons receiving minimum wages and the percentage deprived of the same is not maintained centrally.
Moreover, the enforcement of the Minimum Wages Act, 1948 is secured at two levels. While in the Central Sphere, the enforcement is secured through the officers of the Central Industrial Relations Machinery (CIRM), the compliance in the State Sphere is ensured through the State enforcement machinery. The officers of these machineries are appointed as Inspectors under the provisions of the Act. They conduct regular inspections and in the event of detection of any case of non-payment of minimum wages, they advise the employers to make payment of the shortfall of wages. In case of non-compliance of advices of inspectors, there are the provisions of prosecutions in the Act against the defaulting employers.
