Question : Fee Hike in Private Schools

(a) whether the Central Board of Secondary Education (CBSE) has issued an
advisory to all the schools affiliated to it, not to hike the school fee arbitrarily
and if so, the details thereof and status of its implementation;
(b) whether it is a fact that a large number of schools are not adhering to the
provisions concerning tuition fees laid down in the Affiliation By-Laws of the
Board which are mandatory and if so, the details thereof and reasons
therefor;
(c) the action taken/proposed to be taken by the Government against such
violators during the last three years and the current year;
(d) whether any school has been de-affiliated from CBSE on account of fee
hike in the country and if so, the details thereof; and
(e) if not, the reasons therefor ?

(a): The Affiliation Byelaws of Central Board of Secondary Education (CBSE)
stipulate that the fee charged should be commensurate with the facilities
provided by the schools and should normally be under the heads prescribed
by the Education Department of the concerned State Government/UT
Administration. In the case of private unaided schools affiliated with CBSE,
the Affiliation Byelaws stipulate that the fee should be revised in consultation
with parents through parents’ representatives. CBSE issues directions to its
affiliated schools from time to time for compliance of the bye-laws and the
latest such directions were issued on 03.06.2016.
(b) and (c): CBSE received 8 such complaints in 2014, including four from
Uttar Pradesh and one each from Madhya Pradesh, Haryana, Punjab and
Bihar. In 2015, CBSE received 14 complaints, which included five from Uttar
Pradesh, three from Madhya Pradesh, two from Delhi and one each from
Rajasthan, Punjab, Odisha and Chhattisgarh. Eight complaints were received
in 2016, including six from Uttar Pradesh and one each from Kerala and
Delhi. All these complaints have been taken up with the respective School
Managements.
(d) and (e): No school has been de-affiliated so far on this account as the
issues of fee hike are resolved mutually by the complainant and the school
concerned and the matter is reported to CBSE. Such issues are also resolved
at the intervention of the Local Authorities of the concerned Education
Department and District Administration.
