STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF UNSTARRED QUESTION NO. 1771 BY SHRIMATI ANJU BALA, SHRI L. R. SHIVARAME GOWDA AND SHRI TEJ PRATAP SINGH YADAV TO BE ANSWERED IN LOK SABHA ON 13.02.2019 REGARDING UNDER CONSTRUCTION ROBs
(a): 1640 Road Over Bridges (ROBs) have been sanctioned on cost sharing basis. Zone-wise and State-wise details of sanctioned ROBs on cost sharing basis are at Appendix-I and Appendix-II.
(b): Proposals for construction of ROBs in lieu of Level Crossings (LCs) are normally received at various levels in Zonal Railways from State Government and other Statutory Authorities. After completing various formalities with State Government/Statutory Authorities, regarding the consent for sharing of cost and closure of LCs, proposals received for construction of ROBs in lieu of LCs are further processed for their inclusion in Budget. This is a continuous process.
(c): The Zone-wise details of number of ROBs sanctioned on cost sharing basis and fund allocation during the last three years are at Appendix-III & Appendix-IV respectively.
(d): Railway undertakes construction of ROBs in Railway portion whereas approaches are being constructed by State Govt. Generally, there is no problem of construction of ROBs/RUBs in Railway portion. Construction of ROBs on approaches depends upon many factors such as availability of land, removal of encroachments, fixing the alignment of approaches, allocation of requisite funds etc.
However, following pro-active measures have been taken in close coordination with various stakeholders to enhance the progress of construction of ROBs/RUBs in replacement of busy level crossings which are as under:
• Joint survey with all concerned including State Government to finalise the tentative General Arrangement Drawing (GAD).
• Standardization of drawings for various spans to avoid delay in designing.
• Commissioning of a web-based application with user-friendly features for online submission and approval of various plans and drawings related to ROBs/RUBs of National Highway Authority of India/Ministry of Road Transport and Highways (NHAI/MoRTH).
• Signing of a Memorandum of Understanding (MOU) between Ministry of Railways and Ministry of Road Transport and Highways (MoRTH) to eliminate all level crossings on National Highway Corridors by MORTH by construction of ROBs/RUBs at their own cost.
