Question : Tagore Cultural Complex

(a) whether the much awaited Tagore Cultural Complex (TCC) at Deoghar in Jharkhand may take more time for its implementation;

(b) if so, the details thereof;

(c) whether the Government has fixed any new time line for the completion of this TCC;

(d) if so, the details therefor; and

(e) if not, the reasons therefor?

(a) to (e) As per Tagore Cultural Complexes (TCC) scheme guidelines, a project is required to be completed within a period of three years from the date of release of 1st installment by Ministry of Culture.

The proposal submitted by State Government of Jharkhand in 2017 was approved by National Appraisal Committee (NAC) in its meeting held on 16.04.2019, with a total project cost of Rs. 19,72,16,835/- out of which Rs. 11,83,30101/- was the Central share, subject to certain modification in the proposal. The decision was communicated to the project authority by the Ministry in May, 2019 and subsequent reminders sent to them to submit the requisite documents. As no response was received from project authority, the matter was again placed before NAC in its meeting dated 28.02.2020 and it was decided to send a last reminder to submit the requisite documents/ clearance within a period of 90 days failing which recommendation of NAC in its meeting dated 16.04.2019 will stand cancelled. This decision was communicated by the Ministry in April, 2020 but no response has been received from the project authority till date. As the case is pending since 2017 and the requisite documents are still awaited, it has been decided to suomotu close the case. Therefore, this Ministry does not propose to fix any new time line for this project.
