Question : Land Pooling Policy

(a) the present status of the Delhi Development Authority’s highly ambitious Land Pooling Policy;

(b) whether it is true that even after the expiry of five months from the start of registration process, work has not yet been started in any sector;

(c) if so, the details thereof and the reasons therefor;

(d) the status of land acquisition and land registration in the sectors identified in four zones under the said policy;

(e) whether any problem is being faced in land acquisition under the said policy; and

(f) if so, the details thereof along with the corrective measures taken in this regard?

(a)to (f): The Land Policy has been notified by the Ministry of Housing and Urban Affairs (MoHUA) on 11.10.2018 and the Regulations for operationalization of this policy have been notified by the Delhi Development Authority (DDA) on 24.10.2018. As per the policy and regulations, a minimum of 70% contiguous land of the developable area within the sector, free of encumbrances, is required to be pooled to make the sector eligible for development. A web enabled interface on DDA’s website has been launched on 05.02.2019 for inviting expression of willingness for participation under Land Pooling by land owners. Zone wise details of expression of willingness received so far for participation under Land Pooling Policy are as follows:
