Question : Bed to Patient Ratio

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has taken note of shortage of beds in the Government hospitals of the country;

(b) if so, the details thereof, State/UT-wise;

(c) the bed to patient ratio in the country, State/ UT-wise including Andhra Pradesh; and

(d) the remedial measures taken/proposed to be taken by the Government in this regard?

(a) & (c): ‘Health’ being a state subject, such information including for the state of Andhra Pradesh is not maintained centrally. However, as far as four Central Government Hospitals i.e. Safdarjung, Dr. Ram Manohar Lohia, Lady Hardinge Medical College and Associated Hospitals and All India Institute of Medical Sciences (AIIMS), New Delhi are concerned, the number of beds in respect of these hospitals is as under:

(d): ‘Health’ being a State subject, it is primarily the responsibility of the State Governments including that of Andhra Pradesh to make efforts for increasing the bed strength in the Hospitals of their respective states in accordance with requirement and fund availability. However, the Central Government provides assistance to the State Governments in their efforts to provide better health care facilities to people through various schemes including under National Health Mission (NHM).

Further, as far as Central Government Hospitals located in Delhi viz. Safdarjung, Dr. Ram Manohar Lohia and Lady Hardinge Medical College & Associated Hospitals are concerned, Government approved redevelopment of LHMC with additional 570 beds. A Super Speciality Block with 807 beds and a New Emergency Block with 500 beds in Safdarjung Hospital started functioning in 2018. Further a Super Speciality Block in Dr. Ram Manohar Lohia Hospital has also been approved for construction in 2019 with additional bed capacity of 509.

Further, as far as AIIMS, New Delhi is concerned, new facilities/blocks such as Surgical Block, National Cancer Institute at Jhajjar, Mother & Child Block, New Private Ward , Burn & Plastic Surgery, Geriatrics Block & New OPD Block have been approved to cater to the increased demand.
