Question : RUBBLES FROM ROAD CONSTRUCTION



(a) the details of quantum and value of rubbles generated from road-building activity by the Border Roads Organisation;

(b) whether the Government had procured stones from local contractors for construction of strategic roads;

(c) if so, reasons for non-utilisation of these rubbles and estimated loss to the ex-chequer as a result thereof; and

(d) the reaction of the Government thereto?

(a) Border Roads Organisation (BRO) in execution of works normally encounters three type strata: Hard Rock (HR), Soft Rock (SR) and Soil Mixed with Boulder (SMB). Rubbles out of SR and SMB strata are disposed off as per the ground condition and are used for formation filling. When hard rock strata is encountered the material is retrieved and after carrying out the required technical tests is utilized in construction activity like permanent works and surfacing works. Value of useless rubbles is not assessed in the estimates but quantities are assessed in estimates of individual jobs.

(b) Yes, Madam. The requirement of stones which are not met from the retrieved stones are procured from local contractors.

(c) & (d): There is no loss to exchequer, as the hard rock that is retrieved is utilized in the road construction activity to the extent possible.
