Question : ADDITIONAL SECURITY FORCES FOR LWE STATES



(a) whether the Government has received requests from Left Wing Extremism (LWE) affected States, for induction of additional Battalions of the Central Armed Police Forces (CAPFs) for their deployment in various districts in order to contain LWE activities, if so, the details thereof and the action taken by the Government in this regard;

(b) whether the LWE affected States are facing acute shortage of Indian Police Service (IPS) Officers and if so, the details thereof, State-wise;

(c) whether the Government proposes to assign newly recruited IPS Officers to LWE affected States irrespective of State cadre to which they are borne and if so, the details thereof;

(d) whether the Government proposes to provide dedicated MI-17 helicopters and other arms and ammunitions to these States; and

(e) if so, the details thereof and the time by which such helicopters and other arms and ammunitions are likely to be provided to the States?

STATEMENT IN REPLY TO PARTS (A) TO (E) OF THE LOK SABHA STARRED QUESTION NO. 426 FOR 23.12.2014

(a): The Union Government has deployed Central Armed Police Forces (CAPFs) namely, Central Reserve Police Force (CRPF), Border Security Force (BSF), Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB) in the LWE affected States to assist the State Police in conducting anti- LWE operations. Requests for additional deployment of CAPFs are received from the states from time to time. The Union Government considers these request based on the availability of the force and the assess- ment of security situation. At present, 93 battalions of CAPFs (73 bns of CRPF; 13 bns of BSF; 3 bns of ITBP and 4 bns of SSB) and 09 battalions of Commando Battalion for Resolute Action (CoBRA) are deployed in the 10 LWE affected states.
(b): The State-wise details of shortage of IPS Officers (as on 01.01.2014) are given below:

(c): At present, there is no proposal to post newly inducted IPS officers in the LWE affected areas, irrespective of their cadre.

(d) to (e): At present, 11 helicopters of the Indian Air Force and the Border Security Force are deployed to support the Security Forces in the Left Wing Extremism (LWE) affected States. These helicopters are available for use as per operational requirement in all the LWE affected States. In addition, the LWE affected States have been permitted to hire helicopters under the Security Related Expenditure (SRE) Scheme, on need basis.

The Ministry of Home Affairs has been implementing a scheme namely ‘Modernization of State Police Forces’ (MPF), under which, among others things, financial assistance is provided for purchase of arms and ammunitions for the security forces.

Providing helicopters and arms and ammunition to the States is a continuous process, depending upon their requirement and the availability of resources.
