Question : Higher Education for Minority Girls

(a) whether the higher education among girls belonging to minority communities is not satisfactory in the country;
(b) if so, the details thereof along with the reasons therefor;
(c) the details of the schemes implemented by the Government to promote higher education among girls and women from minority communities in the country especially in the rural areas; and
(d) the details of the funds allocated/utilized to promote higher education among girls and women from minority communities during the last three years and the current year, year and State-wise?

(a) and (b): As per the All India Survey on Higher Education Report 2017-18, total female students enrolled in Higher Education Institutions are 1,74,37,703. Out of these female students, there are 13,46,638 female students belonging to minority communities i.e. 7.72% of total female students. Details regarding Student Enrolment in Higher Education Institutions are given in the following Table:

(C) The following schemes are being dealt by University Grants Commission (UGC) in which minority girls are also covered:
- Remedial Coaching for SC/ST/OBC (Non-Creamy Layer) & Minority Community students.
- Coaching for NET/SET for SC/ST/OBC (Non-Creamy Layer) & Minority Community students.
- Coaching Classes for Entry into services for SC/ST/OBC (Non-Creamy Layer) & Minority Community students.

There is a specific scheme called “”Maulana Azad National Fellowship for Minority Students” since 2010-11. Under this scheme financial assistance is provided to 1000 selected candidates belonging to notified minorities communities viz. Jain, Buddhist, Sikh, Parsi, Muslim and Christian for pursuing M.Phil/Ph.D research on full time/regular basis in institutions of India. Out of these 1000 slots, 30% are earmarked exclusively for the women from these minority communities.
UGC is also implementing three other schemes especially for women viz (1) Swami Vivekananda Single Girl Child Fellowship for Research in Social Sciences (2) P.G. Scholarship for Single Girl Child and (3) Post Doctoral Fellowship for Women. These schemes are open for all including women belonging to minority communities.

The main objective of the Residential Academy for Minorities/ SC/ST and Women is to provide equal opportunities to all sections of society for equitable growth which entails affirmative action for Minorities, SC/STs and women by providing Coaching programme to the student, with Hostel facilities free of cost/nominal fee, without tuition fee of the above category for coaching for entry into Central/State Governments and other services such as SSC, Banking etc.
(d) UGC has provided financial support to four central universities i.e. Aligarh Muslim University, JamiaMilliaIslamia, Maulana Azad National Urdu University &Baba sahib Bhimrao Ambedkar University for establishment of Residential Coaching Academies for Minorities, Women/SCs/STs.
