(a) to (c) Government of India has formulated various policies/ schemes viz. National Youth Policy, National Education Policy, National Policy for Skill Development & Entrepreneurship, etc. to empower youth of the country to achieve their full potential.
To enhance the employment generation, Government is encouraging various projects involving substantial investment and through public expenditure on schemes like Atmanirbhar Bharat Rojgar Yojana (ABRY), Prime Minister’s Employment Generation Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee Schemes (MGNREGS), Pt. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Pradhan Mantri Kaushal Vikas Yojana (PMKVY), run by the Ministry of Labour& Employment, Ministry of Micro, Small & Medium Enterprises, Ministry of Rural Development, Ministry of Housing & Urban Affairs and Ministry of Skill Development & Entrepreneurship (MSDE), respectively.
Pradhan Mantri Mudra Yojana (PMMY) is being implemented by the Government inter alia, for facilitating self-employment. Under PMMY collateral free loans upto Rs.10 lakh, are
extended to micro/small business enterprises and to individuals to enable them to setup or expand their business activities.
Besides these initiatives, flagship programmes of the Government such as Make in India, Digital India, Swachh Bharat Mission, Smart City Mission, Atal Mission for Rejuvenation and Urban Transformation, Housing for All, Infrastructure development and Industrial corridors have the potential to generate productive employment opportunities.
(d) to (f) The Ministry is implementing National Career Service (NCS) Project for transformation of the National Employment Service into National Career Service to provide a variety of employment related services viz. job search and matching, career counselling, vocational guidance, information on skill development courses, etc. The services are available online on the National Career Service Portal (www.ncs.gov.in).The project inter-alia, includes establishment of Model Career Centres (MCCs) in collaboration with States and other institutions to deliver employment related services to maximise the reach of NCS for conducting outreach activities. The MCC also aims to organise the job fairs, mobilise the employers, provide the career counselling at District level, etc. Under the component of interlinking of Employment Exchanges, Government provides grant-in-aid to the State Governments for organizing job fairs, up-gradation of Information Technology and refurbishment of the existing Employment Exchanges.
The initiatives taken by NCS, to mitigate the challenges in the labour market due to Covid-19 and the consequent lockdown of the economy, are as under:
I. NCS portal launched an online Job Fair module with enhancements where the complete cycle of job posting to selection of candidate can be completed on the portal.
II. A Special link for Work from Home Jobs and Online Trainings was created on NCS portal Home page to give direct access to Jobseekers to these jobs.
III. NCS portal launched the functionality of creation of video profiles for the Jobseekers. Jobseekers can create short video profile in the form of three video clips of 20 seconds each on "Self, Skills and Areas of Interest". This will enable the employer to shortlist the suitable candidate.
IV. National Career Service (NCS) also offers its registered jobseekers a free, self-paced Online Training Programme on “Career Skills”, which will equip the learners with an array of soft skills.
V. NCS Portal is providing links to public disclosure of scores and ranking of candidates in government recruitment examinations, so that those candidates who have not qualified in the final merit list have a second chance or option for a job in the Public or Private Sector. The employers can access the publically available data through NCS Portal.
