Question : Model Building Bylaws

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether incentives have been introduced or are likely to be introduced under Model Building Byelaws to encourage greater compliance by individuals;

(b) if so, the details thereof and if not, the reasons therefor;

(c) whether local capacity building and awareness creation have been undertaken or are likely to be undertaken among citizens; and

(d) if so, the details thereof and if not, the reasons therefor?

(a) & (b): The Model Building Bye Laws, 2016 have been prepared for guiding the States/UTs for revising their respective Building Bye Laws. Since the construction of buildings is a state subject, it is up to the state governments to provide incentives and other mechanisms for effective enforcement of Bye Laws.

(c) & (d): Financial and Technical support for capacity building to States and Urban Local Bodies (ULBs) is provided under Ministry’s schemes and programmes including Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Smart Cities, Swachh Bharat Mission (SBM) and World Bank assisted Capacity Building Programme for Urban Development (CBUD). A national workshop on Model Building Bye Laws was organized in February, 2015.
