Question : Grievances of Stenographers in Prasar Bharti

(a) whether the Government has received grievances with regard to seniority of Stenographer working in Prasar Bharti (PB) and if so, the details thereof and action taken thereon;

(b) whether any guidelines/directions have been issued to resolve the complaints by PB and if so, the details thereof and if not the reasons therefor;

(c) whether PB maintains record of dossiers of SSC rank who joined service in PB after 1983;

(d) if so, the details thereof and if not the reasons for not maintaining records of such employees; and

(e) the corrective measures taken/being taken by the Government/PB to resolve the complaints/issue as per DOPT rules/guidelines?

(a) to (e): Representations have been received from time to time on the issue of seniority of Stenographers working in Prasar Bharati. The representations were examined and it was observed that recruitment of Stenographers Grade-III were made through Zonal Offices of Staff Selection Commission (SSC) since 1977 to 1995. Heads of Offices of All India Radio Stations /Doordarshan Kendras across the country are the Recruiting and Appointing Authorities of Stenographers Grade-III and the seniority list was maintained on the basis of date of joining. Promotions from Grade-III to Grade-II were given on the basis of the seniority list.





Based on a SSC clarification of Department of Personnel & Training (DOP&T) dated 12.06.2002, a decision was taken by Directorate General: All India Radio in 2002 that the seniority list of Stenographer Grade-III may be revised on the basis of ranks secured in SSC examination in respect of candidates selected on 1996 examination and thereafter. The seniority list of those candidates selected prior to 1996 examination should not be disturbed. The seniority list was issued in 2007 accordingly.

The grievances were also addressed as per the DOP&T guidelines and suitable replies were sent.
