(a) whether there is any policy or guidelines to pay the item-wise rewards to informers who
give information of smuggled goods/black money;
(b) if so, the details thereof;
(c) the details of amount disbursed in 2007-08, 2008-09 and 2009-10 till date,
category-wise; and
(d) the number of cases pending in the country as on March 31, 2009 for payment of such
rewards to the informers who gave information of smuggled goods/black money, State-wise?

(a) and (b): Yes, Sir. There are Guidelines for ‘Grant of rewards’ to informants, who give
information of smuggled goods/black money.
The reward is paid to informant(s) when action taken in pursuance to the information furnished
by the informants, results in recovery of additional taxes which is directly attributable
to the information furnished. The reward granted depends on the accuracy of the information,
extent and nature of help rendered by the informant, and the risk and trouble undertaken and
the expense and the odium incurred by the informant in securing and furnishing the information
and documents. The informers are eligible for reward upto 20% of the net sale-proceed of the
contraband goods seized and/or amount of duty evaded plus amount of fine and penalty levied/
imposed and recovered. However, in respect of gold, silver, opium and other narcotic drugs,
the overall ceiling of reward is as per specific rates indicated in the enclosed Annexure.
(c) & (d): The information is being collected and will be laid on the Table of the House.
