Question : Transplant of Heart and Uterus

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government maintains a data of transplant of heart and uterus in the hospitals in the country and if so, the details thereof;

(b) whether the hospitals or research centres need permission for such transplant from Indian Council of Medical Research (ICMR) and if so, the details thereof;

(c) whether the protocol approval was taken by the institutes for such transplants and status of such transplants in the last ten years; and

(d) the number of such procedures undertaken in and pending proposals for the donation of organs during the said period?

(a): In pursuance of the Section 13.D of the Transplantation of Human Organ and Tissue Act, 1994(as amended in 2011), the Government has launched a National Registry under aegis of National Organ and Tissue Transplant Organisation (NOTTO) to maintain details of donors and recipients of human organs. As per the data available with NOTTO, the number of heart transplanted in the country since 2013 is as under:

As reported in media, two number of uterus transplant have been done.
(b): Permission for organ transplant is not required from Indian Council of Medical Research (ICMR).

(c): Health being a State subject, it is the responsibility of the State Appropriate Authority appointed by the concerned State Government to register any institution for transplant of any organ including heart and uterus after following due procedure as laid in the said Act and also monitor the activities including protocols in such institutions and maintain data in this regard.

(d): The number of such procedures undertaken has been given in part (a). The pending proposals for deceased organ donation cannot be estimated as such donations take place only after confirmation of “Brain Stem Death” and consent of the concerned family members thereafter.
