Question : Complaints-Representations under PMGSY

(a) whether the Union Government has received complaints/representations about corrupt practices of the contractors in rural job scheme under the Pradhan Mantri Gram Sadak Yojana (PMGSY);

(b) if so, the details of such Complaints/ representations received in this regard during the last two years and the further action contemplated by the Union Government;

(c) whether some of the States are not uploading the names of the blacklisted/ debarred contractors on the Centre’s website as has been mandated under the PMGSY to ensure transparency and to weed out corrupt contractors; and

(d) if so, the details thereof and the further steps proposed to be taken/being taken by the Union Government to bring transparency in the functioning of the rural job schemes?

(a)& (b): ‘Rural Roads’ is a State subject and Pradhan Mantri Gram Sadak Yojana (PMGSY) is a one- time special intervention to provide rural connectivity, by way of a single all –weather road, to the eligible unconnected habitations in the core network. Under Pradhan Mantri Gram Sadak Yojana (PMGSY) scheme, some complaints/representations relating to irregularities in construction of rural roads under Pradhan Mantri Gram Sadak Yojana (PMGSY) including that of corrupt practices of the contractors are received from time to time. The details of such complaints/representations containing State-wise, Year-wise and action taken for the period 2015-16, 2016-17 & 2017-18 (upto June, 2017) are given as per Annexure-I, II & III.

(c)& (d): As per the PMGSY programme guidelines, tender, award and management of contracts as well as ensuring the quality of the road works is the responsibility of the State Governments, who are implementing the programme. The PMGSY programme website i.e. OMMAS.nic.in has a specific provision, wherein the State Governments can upload the names of blacklisted/debarred contractors, to ensure transparency and to weed out the corrupt contractors. In this regard, the Ministry has also issued directions to the State Governments to ensure regular uploading of these details on OMMAS.
During the Pre-Empowered Committee meeting, Empowered Committee meeting and Regional Review Meeting, regular checking of systematic flaws in quality control system and contract management system of PMGSY, is done to bring transparency in the functioning of scheme by presenting the details to State authorities for needful action.
