Under the Centrally Sponsored Scheme (CSS) of Rashtriya Uchchatar Shiksha Abhiyan (RUSA), which was launched to reform higher education in States, the Centre: State ratio of contri- bution of funds is 90:10 for Special Category States (North Eastern States, Jammu & Kashmir, Himachal Pradesh and Uttarakhand) and 65:35 for all other States and Union Territories.
