(a) whether the budgetary allocations to certain States including Uttar Pradesh have been increased under the Right of Children to Free and Compulsory Education (RTE) Act;

(b) if so, the details thereof and the reasons therefor;

(c) the details of the funds released by the Central Government and utilized by the States during the last three financial years, year and State-wise; and

(d) the reasons for non-utilization of funds, if any, and action taken by the Government in such cases?

(a) to (d) : The Right of Children to Free and Compulsory Education (RTE) Act, 2009 came into operation on 1st April, 2010 and the provisions of the Act is being implemented through Sarva Shiksha Abhiyan (SSA) programme. The central releases under the SSA to Uttar Pradesh has increased from Rs. 263682.61 lakh during 2011-12 to Rs. 449867.53 lakh during 2014-15. The state-wise details of the central share released and the expenditure under the SSA during the last three years and the current year is given at Annexure. The progress in respect of the SSA implementation is monitored regularly with States/UTs.
