STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF LOK SABHA UNSTARRED QUESTION NO. 3761 FOR 22.3.2001
HAL SC Welfare Association, Hyderabad Division has launched an agitation over the following demands:-
(i) Reservation in promotion to posts in Scale-10
(ii) Promotion of Radio Wirers/Mechanics belonging to 11th, 12th and 13th
Batches of Radio Wirers on par with those belonging to 10th Batch.
(iii) Filling up of backlog in Recruitment and Promotion; and
(iv) Regularisation of Casual & Contract Employees.
HAL management has considered the demands and has indicated the following position:_
(i) The scale of pay in Scale-10 is given to the employees in Scale-9 on
time scale basis, that is on completion of the prescribed span of
service, and reservation rules are not applicable for this.
(ii) While the Radio wirers in the 10th batch were promoted against
available vacancies based on seniority subject to fitness/suitability, those
in 11th to 13th batches were promoted to higher scale of pay under
Time Scale Promotion Scheme in the absence of vacancies in higher wage
groups. No discriminatory method of vacancy based promotion for non
SC/ST and Time Scale promotion for SC/ST candidates has been adopted.
(iii) There is no backlog in promotion to posts in Grades-I and II. The
backlog in recruitment is 1 ST in Grade-I and 3 STs in Grade-II. HAL
have taken steps to reserve 1 post of Assistant Security Officer in Grade-I
to STs. The backlog in Grade-II can be made good on fresh recruitment
only.
(iv) The SC contract labourers are engaged not by HAL but by contractors
who have contract for specific jobs. As regards SC Casual labourers, they
have to wait their turn till vacancies arise for regularisation.
The Management of HAL has conveyed to the representatives of the Association to call off the agitation, as no injustice has been done to the SC/ST employees of Hyderabad Division.
