Question : Central Council for Research in Ayurvedic Sciences (CCRAS)

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) whether Central Council for Research in Ayurvedic Sciences (CCRAS) under his Ministry has entered into a Memorandum of Understanding (MoU) with Jawaharlal Nehru University (JNU) and Institute of Liver and Biliary Sciences (ILBS) for cooperation in the field of Research and Development and Training in Ayurveda and Traditional Medicine recently;

(b) if so, the details thereof along with the terms and conditions of the MoU;

(c) whether the Government has also signed MoUs with other countries including World Health Organization (WHO) for cooperation in the areas of traditional systems of medicine and homoeopathy;

(d) if so, the details of the MoUs along with the terms and conditions thereof and the benefits likely to accrue to the country in this regard, country-wise;

(e) the total expenditure incurred by the Government for promotion of International Cooperation during each of the last three years and the current year; and

(f) the steps taken/being taken by the Government to promote traditional medicine through education across the country and worldwide?

(a): Yes.
(b): The Central Council for Research in Ayurvedic Sciences (CCRAS), Ministry of AYUSH, Government of India has entered into a Memorandum of Understanding (MoUs) with Jawahar Lal Nehru University (JNU), New Delhi and Institute of Liver and Biliary Sciences (ILBS), New Delhi for cooperation in the field of Research & Development and Training in Ayurveda & Traditional Medicine on 20th November, 2019.
The specific terms, conditions and procedural aspects of collaboration including financial obligations of either party shall be finalized on mutual discussion in respect of each specific project under this MoU separately.
(c): Yes.
(d): Ministry of AYUSH has signed 22 Country to Country MoUs for Cooperation in field of Traditional Medicine and Homoeopathy with Nepal, Bangladesh, Hungary, Trinidad & Tobago, Malaysia, Mauritius, Mongolia, Turkmenistan, Myanmar, Genava, Germany (Joint declaration),
Iran, Sao Tome & Príncipe, Equatorial Guinea, Cuba, Colombia, Japan (MoC) and Bolivia, Gambia, Republic of Guinea, China and St. Vincent including a Project Collaboration Agreement with WHO.
The MoUs are signed with the mandate to promote AYUSH Systems in foreign countries including the regulation of teaching, practice, and drugs; mutual recognition of Systems of medicine by the respective countries; mutual recognition of educational qualifications awarded of respective countries, enhancing cooperation in the field of Research collaboration. etc.
A Project Collaboration Agreement (PCA) was signed between WHO and Ministry of AYUSH on 13 May, 2016 for cooperation on promoting the quality, safety and effectiveness of service provision in traditional and complementary medicine between WHO and Ministry of AYUSH.
Under the above mentioned umbrella MoU of WHO was signed between WHO and Ministry of AYUSH on 27.12.2017 on Cooperation on integration of traditional and complementary medicine into health care system for development of WHO terminology in Ayurveda, Unani, Siddha, and WHO publication on standard terminology in Ayurveda, Unani, and Siddha.
Ministry of AYUSH has signed a Donor Agreement with WHO on 05.07.2019 to develop an android based application on m-Yoga to demonstrate Common Yoga Protocol (CYP) and for global use for correct practices of yoga under Be He@lthy, Be Mobile initiative of the WHO and the International Telecommunication Union (ITU).

(f): Total 19 MoUs for undertaking Collaborative Research / Academic collaboration and 13 MoUs for setting up AYUSH Academic Chairs have been signed with foreign Universities/ Institutes.

Ministry of AYUSH under Central Sector Scheme for Promotion of International Co-operation in AYUSH (IC Scheme) offers 104 scholarships every year to the eligible foreign nationals from 98 countries for pursuing undergraduate (UG), postgraduate (PG) and Ph. D courses in premier Institutes in India. The Scholarship Scheme of the Ministry is implemented through Indian Council for Cultural Relations (ICCR).
