(a): This Ministry has launched an umbrella scheme of ‘Pradhan Mantri Annadata Aay Sanrakshan Abhiyan’ (PM-AASHA) by incorporating the erstwhile Price Support Scheme (PSS) with certain modifications and rolling out of new schemes of Price Deficiency Payment Scheme (PDPS) and pilot of Private Procurement and Stockist Scheme (PPSS) in 2018. During the year 2018-19, an expenditure of Rs. 1395 crore was reimbursed under PSS to the Central Nodal Agency towards losses incurred in undertaking PSS operations.
(b): The procurement of pulses, oilseeds and copra under umbrella scheme of PM-AASHA till 25.02.2020 is 65 lakhs Metric ton having MSP value of Rs 30,120.62 crore. The State-wise procurement along with the MSP value under PSS and coverage under PDPS during 2018-19 and 2019-20 is at Annexure-I. The expenditure under PSS is Rs. 1395 crore for 2018-19 and Rs 1658.26 crore for 2019-20. Under the PSS, Losses incurred, if any, is reimbursed to the Central Nodal Agencies. Since inception of PM-AASHA, no proposal has been received from the Government of Bihar for the implementation of the above schemes.
(c): The Budget allocation of PSS, PDPS and pilot PPSS under PM-AASHA during 2019-20 was Rs. 4500 crore. The PDPS for Soyabean was implemented in Madhya Pradesh during 2018. Accordingly under PDPS , during 2019-20, the budget provision was revised to Rs 321 based on the information received from the government of Madhya Pradesh.
(d): The Budget allocation for 2020-21 under PSS/MIS head is Rs 2000 crore and PDPS/PPSS is Rs 500 Crore. The estimated expenditure under PM-AASHA (PSS/PDPS/PPSS) depends upon the States / UTs option for implementation of PSS or PDPS for the particular oilseeds in the season and the prevailing market price in the mandies. However, the Budget allocation for the year can be revised based on the requirement of Scheme implementation.
(e): All the proposals received from State Governments under these schemes have been approved as per the extant guidelines.
