Question : Skill Development in Colleges

(a) whether the process regarding requests received from colleges under the Skill Development Scheme from various States including Madhya Pradesh, Karnataka, Maharashtra and Telangana has been completed;

(b) if not, whether any delay is being caused by the concerned department;

(c) if so, the reasons therefor, State-wise;

(d) the details of the applications made by colleges, date-wise and the reasons for delay caused by the department Officials in providing new trading participation;

(e) whether the Government proposes to take any steps including issuing orders to the department to provide immediate sanction to the colleges to facilitate training to students at scheduled time; and

(f) if so, the details thereof and if not, the reasons therefor?

(a) to (F) Government of India through All India Council for Technical Education (AICTE) has sanctioned the ‘Community College Scheme’ to set up 200 pilot Community Colleges in existing Colleges/Polytechnics with effect from the academic session 2013. These Colleges offer credit based courses which allow multi-point entry and exit for skill up-gradation or in employment market and allow re-entry into higher education. AICTE has released financial assistance to 74 Community Colleges across various States including Madhya Pradesh, Karnataka, Maharashtra and Telangana. Details of these Community Colleges/Polytechnics are attached at Annexure.


Further, Prandhan Mantri Kaushal Vikas Yojana (PMKVY) has been extended to Technical Institutions of the Country also. Under the scheme, 10 lakh youth are to be given engineering skills in the three years through AICTE approved Engineering Colleges and Polytechnics from academic session 2016-17.
