Question : SOFTWARE SPECIFICATIONS



(a) whether the Director NISCOM a constituent establishment of CSIR constituted a Committee to prepare the software requirement specifications, during November, 2000 :

(b) whether the Committee consists employees chargesheeted by the Central Vigilance Commission based on report of a fact Finding Committee constituted by the then Hon`ble Minister of Science and Technology;

(c) if so, the facts in this regard;

(d) whether any Committee Member including Adviser is having a basic degree in computer science and related field; and

(e) if so, the action taken to rectify the violation of rules?

(a) Yes Sir.

(b)&(c): Yes Sir, two scientists who are part of the committee were chargesheeted. The inquiry process in these cases has concluded and on the basis of the Inquiry Officer`s report the Disciplinary Authority has made his recommendations to the Central Vigilance Commission.

(d) No Sir, as at the stage of requirement specifications domain knowledge of the users of the software is needed and not qualification in computer science per se.

(e) There has been no violation of Rules.
