Question : MSME Schemes

(a) the details of the registered and unregistered Micro, Small and Enterprises (MSMEs) and the mechanism set up to confirm the authenticity of data in this regard in the country at present, State/UT-wise including Bihar;

(b) whether the Government has implemented any schemes to encourage development and competitiveness of MSMEs in the country;

(c) if so, the details thereof along with the funds allocated/released for the purpose during each of the last three years and the current year, State/UT-wise including Madhya Pradesh, Jharkhand and Uttar Pradesh; and

(d) the details of the incentives provided to the MSMEs for adopting energy efficient technology and procuring state-of-the art technology for its operations?

(a): 57,55,610 Micro, Small & Medium Enterprises (MSMEs) were registered on Udyog Aadhaar (UA) Portal in the country as on 13.12.2018. These include 8,02,854 MSMEs in Bihar.

As per the 73rd round of National Sample Survey (NSS), conducted by National Sample Survey Office, Ministry of Statistics & Programme Implementation during the period 2015-16, there were 633.88 lakh unincorporated non-agriculture MSMEs in the country. These include 34.46 lakhs in Bihar.

In order to maintain authenticity of data, MSMEs are asked to provide identification details in course of Udyog Aadhaar Memorandum registration.

(b): The Ministry of MSME implemented various schemes/programmes to promote competiveness and development of MSMEs in the country. These include National Manufacturing Competitiveness Programme (NMCP), Prime Minister’s Employment Generation Programme (PMEGP), Cluster Development Programme, Credit Guarantee Scheme for Micro and Small Enterprises, Credit Linked Capital Subsidy Scheme, Scheme for Promotion of MSMEs in N.E. Region and Sikkim, Mission Solar Charkha (MSC), Scheme of Fund for Regeneration of Traditional Industries (SFURTI), Procurement and Marketing Support Scheme, Entrepreneurship Skill Development Programme (ESDP) etc.

(c): Funds budgeted for different schemes of the Ministry of MSMEs to support the development of MSMEs in the country (including Madhya Pradesh, Jharkhand and Uttar Pradesh) have been Rs. 3020.88 crore, Rs. 5462.71 crore, Rs. 6481.96 crore and Rs. 6552.61 crore, respectively during the year 2015-16, 2016-17, 2017-18 and 2018-19.

(d): Ministry of MSME has implemented Credit Linked Capital Subsidy Scheme for Technology Upgradation, Lean Manufacturing scheme, ZED Certification Scheme, Cluster Development Programme and the scheme for Tool Rooms and Technology Centers etc. to promote energy efficient technologies.
