Question : Landless Farmers under PM Kisan Scheme

(a) whether the Government is planning to include landless farmers under the PM Kisan Scheme;

(b) if not, the reasons therefor;

(c) the total percentage of the Ministry’s revised budget which is proposed to be spent on the three schemes, namely–PM-KISAN, Interest Subsidy Scheme and Crop Insurance Scheme; and

(d) the amount of money allocated in the last five years for expenditure on core agricultural activities like pre & post-harvest infrastructure, irrigation, value-addition and market access?

(a) & (b): Presently, Landholding is the basic criteria of the PM-Kisan Scheme.

(c): The total Budget Estimate of the Department of Agriculture, Cooperation & Farmers Welfare for the financial year 2019-20 is Rs.130485.21 crore out of which the Budget Estimates for the PM-Kisan Scheme, Interest Subsidy for Short Term Credit to Farmers and Pradhan Mantri Fasal Bima Yojana (PMFBY) are Rs.75000 crore (57.47%), Rs.18000 crore (13.79%) and Rs.14000 crore (10.73%) respectively.

(d): Rs.50751.54 crore has been spent under the Rashtriya Krishi Vikas Yojana (RKVY), Rs.10692.12 crore has been spent under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) - Per Drop More Crop Scheme, Rs.1120.95 crore has been spent under Rainfed Area Development (RAD), Rs.9192.86 crore has been spent under Mission for Integrated Development of Horticulture (MIDH) and Rs.3491.72 crore has been spent under the Integrated Scheme on Agricultural Marketing (ISAM) and National Agriculture Market (NAM) Scheme.
