(a): The Ministry of Human Resource Development (MHRD) under the newly launched integrated
scheme of School Education - Samagra Shiksha, effective from the year 2018-19 provides for sanction of
residential schools to States and Union Territories for the children in sparsely populated or hilly and
densely forested areas with difficult geographical terrain and border areas where opening a new primary or
upper primary and Secondary/Higher Secondary schools may not be viable. Preference is given to
Educationally Backward Blocks (EBBs), Left Wing Extremist (LWE) affected districts, Special Focused
Districts (SFDs), the 115 aspirational districts identified by NITI Aayog. The enrolment in these residential
schools is open to all children.
Under Samagra Shiksha, provision has also been made to upgrade the existing Kasturba Gandhi
Balika Vidyalayas (KGBVs) which are residential schools at upper primary level to upto senior secondary
level in convergence with the erstwhile Girls Hostels scheme under Rashtriya Madhyamik Shiksha
Abhiyan (RMSA). The Scheme envisages to provide access and quality education to all girls including
those from the general category by setting up residential schools from upper primary to senior secondary
level and to ensure smooth transition of girls from elementary to secondary level enabling them to
complete their schooling.
(b): This Ministry has sanctioned 333 residential schools with sanctioned capacity of 57,150 children
and 5970 KGBVs under Samagra Shiksha upto 2018-19. State-wise details including Chhattisgarh, of
Residential Schools and KGBVs is annexed.
