Question : Nutritional Fodder to Animals

a) the total number of livestock present in the country and whether the livestock sector is increasing in the country, State-wise;
(b) whether the Government has plan of action to build new veterinary hospitals and clinics, if so, the details thereof;
(c) whether the Government maintains any data of total number of animals vaccinated every year, if so, details thereof and whether the Government has sufficient stock of vaccines for animals;
(d) whether the Government has any mechanism to provide nutritional fodder to the animals in the country, in view of the fact that hardly 5% of land is utilised to grow fodder in India, if so, the details thereof; and
(e) whether the Government has taken any steps/ measures to promote dairy and livestock industry in the country, if so, the details thereof?

(a) As per the latest Livestock Census (i.e., 20th) conducted during 2019, the total livestock population in the country is 536.76 Million with an overall growth rate of 4.82% over the previous Livestock Census (i.e., 19th). The state-wise details of Livestock population as per 20th Livestock Census and its percentage change over 19th Livestock Census is annexed.
(b) Animal Husbandry is a State subject. States / UTs are responsible for building veterinary infrastructure including hospitals, dispensaries, polyclinics, etc. The Department supplements the efforts of the States/UTs with regard to animal health and especially through ESVHD(Establishment and Strengthening of existing Veterinary Hospitals and Dispensaries) component of LH & DC (Livestock Health & Disease Control) scheme. In the current financial year (2021-2022) the focus of the Department is to increase access of veterinary services at the farmers’ doorstep through Mobile Veterinary Units (MVUs). 100% central finance will be provided towards non-recurring costs of the MVUs, the recurring costs of operating the MVUs would be shared between Centre and the States (60:40 for other states; 90:10 for NE and hilly states; and 100% for UTs).
(c) Yes, the Government maintains data of total number of animals vaccinated in respect of those vaccination programmes for which the Central Government provides funds to States and UTs. The details are as under:

The Central Government procures vaccines for Foot and Mouth Disease & Brucellosis and supplies to States/UTs as per their requirement.
(d) The Central Government in conjunction with the State Governments and Union Territories has undertaken necessary steps to provide nutritional fodder to the animals through various ongoing Schemes of the Department viz., National Livestock Mission (NLM), Animal Husbandry Infrastructure Development Fund (AHIDF). Under NLM scheme (Sub-Mission on fodder and feed development), financial assistance is provided to all the States and Union Territories for various fodder development activities planned by them. Assistance is mainly provided for quality fodder seed production thereby increasing nutritional green fodders as well as incentivizing entrepreneurs for silage making/ fodder blocks/hay bailing units.
Animal Husbandry Infrastructure Development Fund is also operational since year 2020-21 for incentivizing investments for establishment of animal feed manufacturing units including establishment of animal feed testing laboratories thereby ensuring nutritional fodder and feed to the livestock.
(e) Recently, the Government has revised and realigned the schemes of the Department in order to promote dairy and livestock industry in the country with focus on entrepreneurship development in the sector and providing veterinary services at farmer’s doorstep.
