Question : ISI TRAINING TO KASHMIRI YOUTHS



(a) whether it is a fact that many of the Kashmiri Youths trained for anti-national activities by ISI and other terrorist groups have been rescued;

(b) if so, the details thereof and the type of information gathered from them;

(c) whether any of them have been trained by Al-Qaeda;

(d) if so, the details thereof;

(e) whether the facts have been conveyed to countries fighting terrorism; and

(f) the steps taken to bring them into the mainstream?

(a) & (b): There is no specific report in this regard. However, on many occasions in the past Pak trained terrorists have surrendered with arms and ammunition. Some of them have been gullible youth from J&K lured by terrorist groups on the basis of considerations of money or religious propaganda.

(c) & (d): Government have no specific report about this. However, the possibility of some terrorists in J&K having been trained by the Al-Qaeda cannot be ruled out.

(e): At diplomatic level Government have been using every opportunity to apprise the international community of Pakistan`s support to and sponsorship of cross border terrorism in India. The international community widely supports India`s view that there can be no justification for terrorism, which must be eradicated wherever it exists.

(f): The Government of Jammu and Kashmir has a standing Surrender Policy for the terrorists who surrender. As per the provisions of the Policy, the militants who surrender are to be first kept in a transit camp and then transferred to the Rehabilitation Centre. The surrenderees can be covered under Schemes like PMRY or J&K State Self-Employment Scheme for establishing a permanent source of livelihood.
