Question : Safety Standards for Road Design

(a) whether the Government proposes to construct 30 KM of National Highways per day, if so, the details thereof;

(b) whether any safety standards for road design, construction and maintenance of National Highways for prevention of accidents have been laid down by the Government; and

(c) if so, the details thereof including details of the measures undertaken by the Government to ensure compliance to these standards?

(a) 10,950 km of National Highways are targeted to be constructed during the current year, which works out to 30 km per day. However, no target of construction of National highways per day is fixed.

(b) and (c) National Highways are designed and constructed as per the laid down standards and specifications of Indian Roads Congress which include safety standards. Ministry also issues guidelines on safety aspects and safety audits from time to time. Standards and specifications including safety audit requirements are included in the contract documents of the Highway projects in different models like EPC/ BOT and are monitored by Independent Engineer, Authority Engineer, Project Directors and Regional Officers of the Ministry/ NHAI.
