Question : National Policy for Domestic Workers

(a)whether the Government has implemented the National Policy for
Domestic Workers in the country;
(b)if so, the details thereof along with its salient features and if not, the reasons therefor along with the time by which it is likely to be implemented;
(c)the number of welfare schemes implemented/being implemented by the Government for Domestic Workers in the country during each of the last three years and the current year;
(d)the number of domestic workers benefitted from the said schemes during the said period, State/UT-wise and scheme-wise;
(e)the details of the funds provided by the Government for such welfare schemes during the said period, State/UT-wise and scheme-wise; and
(f)the other steps taken/being taken by the Government to ensure social security to Domestic Workers in the country?

(a) & (b): Government is intending to prepare the National Policy on Domestic Workers.

(c) to (f): In order to provide social security benefits to the workers in the unorganised sector including domestic workers, the Government has enacted the Unorganised Workers’ Social Security Act, 2008. The 2008 Act stipulates formulation of suitable welfare schemes for unorganised workers on matters relating to: (i) life and disability cover, (ii) health and maternity benefits, (iii) old age protection and (iv) any other benefit as may be determined by the Central Government through the National Social Security Board. Various Schemes, formulated by the Government to provide social security cover to the unorganized workers are listed in the Schedule 1 of the above Act.
Central Government has also launched the Atal Pension Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana for all citizens especially targeting unorganised workers including domestic workers to provide them comprehensive social security. Data in this regard is not centrally maintained.
