Question : Pending Bills

(a) whether the Government has received several Bills from various States for approval;

(b) if so, the names of the Bills received, approved and pending along with the reasons for pendency during each of the last three years and the current year, State-wise including Uttar Pradesh; and

(c) the time by which the pending Bills are likely to be approved?

(a) : Yes, Madam.

(b) : The details of the Bills as received from the State Governments under Article 200/201 read with article 254(2) of the Constitution of India, for the consideration and assent of the President of India, during last three years (2014, 2015, 2016) and the current year, State-wise including Uttar Pradesh and the status of each Bill are provided in the Annexure.
(c) : The State Legislations are examined by the Ministry in consultation with the Central Ministries/Departments concerned from three angles viz. repugnancy with Central laws, deviation from National or Central Policy and legal & Constitutional validity.

Whenever necessary, the State Governments are advised to modify/amend provisions of such Legislations/Bills keeping the above in view. Sometimes, discussions are also held with the State Governments and Ministries/Departments of the Government of India with a view to arrive at the final decision. It is difficult to fix a time frame for their approval.
