Question : NON UTILISATION OF PLAN EXPENDITURE



(a) the names of the States which have not achieved the stipulated target in regard to plan expenditure for 2000-2001;

(b) the reasons for non-utilisation of plan expenditure, state-wise;

(c) the action taken by the Government against the defaulting States during 2000-2001; and

(d) the cut in the plan outlay for 2001-2002?

Statement referred to in reply to Part (a) to (d) of Lok Sabha Starred Question No. 411 regarding Non utilisation of Plan Expenditure to be answered on 19.12.2001 by Shri Jaibhan Singh Pawaiya and Shri Shivraj Singh Chouhan.

(a): Figures of actual plan expenditures for the year 2000-2001 have not yet been finalised. Hence, it is not possible to name the States with shortfall in expenditure against the targeted revised approved outlay.

(b): The inability of the States to mobilise adequate resources is the main reason for shortfall in expenditure. This is true for all the states with shortfall in Plan expenditure.

(c) & (d): Proportionate cut in Central assistance is imposed for states, which record lower expenditure than the targeted revised approved plan outlay and also on account of shortfalls in the earmarked outlays. These cuts are imposed usually after a time-lag of up to a year after receipt of the accounts relating to plan expenditure and consequent finalization of the expenditure figures. These figures are yet to be finalised. Accordingly, no cut in Central Assistance has been imposed so far during the current financial year on account of shortfalls in meeting targeted plan outlays in 2000-01.
