Question : ASSISTANCE TO MUNICIPALITIES



(a) whether the Union Government is aware that several municipalities in the country are facing financial crisis;

(b) if so, whether the Union Government has received proposals from various State Government to provide funds for implementation of various schemes of municipal corporations in the country including Kerala, Gujarat, Madhya Pradesh and Rajasthan;

(c) if so, the details of the proposals received, sanctioned and lying pending with the Union Government during the last three years, State-wise; and

(d) the time by which these proposals are likely to be sanctioned and funds allocated and released by the Union Government?

THE MINISTER OF STATE IN THE MINISTRY OF URBAN DEVELOPMENT( SHRI SAUGATA ROY )

(a)to(c): Government of India has launched Jawaharlal Nehru National Urban Renewal Mission (JNNURM) on 3rd December, 2005 which envisages an assistance of Rs. 50,000.00 crore over the Mission period of 7 years (2005-12). The provision is aimed as providing support to Urban Local Bodies (ULBs) for implementation of projects and reforms. List indicating details of projects received from various State Governments and approved during the last three years under the Urban Infrastructure & Government (UIG) component of JNNURM is at Annexure-I. List indicating the details of projects under appraisal with the Government is at Annexure-II.

In addition proposals from the State Govt. of Maharashtra, Orissa and Madhya Pradesh have been received seeking Government of India (GoI) assistance under capacity building scheme (CBULB). The proposals have been received and at presently being examined for grant of GoI assistance. The details are enclosed at Annexure-III.

(d): All the proposals which are found to be in conformity with the guidelines are considered for approval subject to their technical clearance and availability of funds.
