Question : Performance of School Education

(a) the performance of school education in various States of the country year-wise and state-wise reported during the last three years and in current year;
(b) whether the Government is satisfied with the performance of the school education;
(c) if not, the scheme being formulated to improve the educational performance;
(d) whether the sufficient budgetary provision has been made to instigate the effect of covid-19 in the current financial year or it is required to be increased; and
(e) if so, the details thereof?

(a) Ministry of Education has designed a 70 indicators based matrix Performance Grading Index (PGI) to grade the States/UTs. The PGI was first published in 2019 for the reference year 2017-18. The PGI with reference year 2018-19 was published in 2020. The score obtained by the States/UTs in PGI 2017-18 and 2018-19 is given at Annexure-I.
(b) Most of the States/ UTs have improved their total PGI score in 2018-19 compared to 2017-18.
(c) In view of (a) and (b) above, does not arise.
(d) and (e) To mitigate the effect of covid-19, Department of School Education and Literacy have allocated Rs. 818.17 crore to promote online learning through digital initiatives, Rs. 267.86 crore for online teacher training to ensure continuous professional development of teachers, Rs. 304.05 crore for training of members of School Management Committees (SMC)/ School Management and Development Committees (SMDC) to make them aware of Covid 19 situation and to create awareness amongst the students and parents, Rs. 153.68 crore for media and community mobilization, Rs. 51.03 crore for Safety and Security at school level as per Covid-19 Guidelines, Rs. 417.44 crore for orientation of teachers on safety and security and Rs. 3771.82 crore under composite school grant which inter-aila includes safe school operations, sanitization and ensuring basic wash facilities, safe drinking water, availability of essentials like alcohol rub/sanitizer disinfectant, cleaning material, thermal screening facilities etc.
