Question : Export Friendly Scheme

(a) the salient features of the Export Friendly Scheme and the details of funds sanctioned, allocated and utilised under the said scheme during the last three years and the current year, State / UT-wise particularly Gujarat;

(b) the details of the targets fixed and achieved so far under the said scheme;

(c) whether the Government has come to know of certain irregularities in funds allocated under the said scheme and if so, the details thereof;

(d) the corrective measures taken by the Government in this regard; and

(e) the other steps taken by the Government to boost exports of MSME sector?

(a): Ministry of Micro, Small & Medium Enterprises is not running any scheme specifically by the name of “Export Friendly Scheme” as on date. However, the ministry is implementing various Policies / programmes / schemes to encourage and promote domestic MSMEs. Marketing Assistance & Technological Upgradation (MATU) is one of the schemes to encourage manufacturing Micro and Small Enterprises (MSEs) in their efforts of tapping and developing domestic / overseas markets, Export promotion and to increase in marketability of products in National/International market. The details of the funds sanctioned, allocated and utilized (States / UT wise including Gujarat) by Office of the Development Commissioner, MSME for the MATU components (Export Promotion, Bar Code, Domestic Trade Fairs, International Trade Fairs) during 2014-15, 2015-16 and 2016-17 is Annexed.
(b): No targets have been fixed by the Ministry in this regard.

(c): The Ministry has not received any complaints regarding any irregularity in funds
allocated under MATU scheme.

(d): The question doesn’t arise.

(e): Ministry of Micro, Small and Medium Enterprises is implementing various Policies/ schemes / programmes to make them competitive with global market / multinational companies and hence enabling them to boost up their exports. Some of such schemes are Zero Defect Zero Effect (ZED) certification scheme, Lean Manufacturing Competitiveness Program for MSMEs etc.
