Question : APPOINTMENT OF TEACHERS



(a) whether Universities and Institutions are not adhering to the norm of 27 per cent reservation for OBCs for appointment on the posts of teachers;

(b) if so, the names of such Universities and Institutions; and

(c) the action taken by the Government against the persons responsible in this regard?

(a) to (c): The provisions of Government of India`s O.M. dated 13.8.1990 issued by the Department of Personnel & Training (DOP&T) regarding reservation for the OBCs, as finally modified by O.M. dated 8.9.1993 are applicable to vacancies filled up by direct recruitment at entry level upto the level of Lecturer in Central Universities and institutions which are deemed to be universities receiving aid from the public funds other than minority institutions under .Article 30(1) of the Constitution. The University Grants Commission (UGC) Is responsible for implementation of the policy.The UGC vide its letter no. F l-4/1994(SCT) dated 24.1.07 has informed all Registrars of Centra! Universities/Institutions/Deemed to be Universities, to implement the Reservation Policy of the Government of India in respect of OBCs for filling up the teaching posts at the level of Lecturer with immediate effect.
